Halphas, often portrayed as a tall bureaucrat holding an open ledger in one hand and a quill being offered in the other, is the patron of all who seek to manipulate the law or any sort of agreement to their own selfish ends. His followers are often self centered bureaucrats, who seek to twist the words of the law for their own purposes, as well as many overly ambitious mortals who have met their untimely demise at the hands of infernal pacts that they believed they could bend in their favour.
